Reunification: Supporting Children to Return Home Safely

Stronger Families is a family therapy support programme which has been at the forefront of delivering Functional Family Therapy – Child Welfare (FFT-CW) since 2019. It supports the safe, planned and sustainable reunification of children and young people with their families, where this is considered as being in the child’s best interests.

Reunification is a significant moment in a child’s journey. When done well, it can be a deeply positive and lasting outcome, offering children the opportunity to rebuild relationships, strengthen their sense of belonging and grow up within their family network. However, it is a complex process that requires careful planning, evidence-informed decision-making and the right level of therapeutic support.

Stronger Families’ intervention sits alongside statutory planning. It contributes to reunification plans led by the child’s social worker and wider professional network, ensuring that the transition home is not only safe, but supported in a way that promotes long-term stability.

Building the Foundations of Change

At the heart of the Stronger Families approach is the belief that meaningful change happens within relationships. FFT-CW is designed to work with the whole family, creating a shared understanding of challenges while building motivation for change.

Through this approach, families are supported to:

  • Engage in an inclusive and collaborative change process

  • Build hope, motivation and shared goals

  • Strengthen parenting skills and emotional regulation

  • Improve communication and problem-solving skills

  • Repair and strengthen family relationships

Each of these elements plays a critical role in reducing risk and supporting a successful transition home.

Supporting Families Through Transitions

Reunification is not a single event – it is a process. The period before, during and after a child returns home is critical in determining whether change will be sustained.

Stronger Families provides families with consistent, structured support during this time. Families typically receive weekly therapy sessions over a period of 5 – 7 months, alongside additional contact between sessions. The level of intensity reflects what the evidence tells us: that families need regular, relational support to embed change and stabilise reunifications.

Therapists work closely with families to:

  • Identify triggers and risks within the family environment

  • Develop practical safety plans

  • Build de-escalation strategies

  • Strengthen daily routines and parenting responses

The focus is always on equipping families with the tools they need not just for reunification, but for the long term.

The approach taken by Stronger Families is aligned with national guidance and a growing evidence base on what supports effective reunification:

  • The NSPCC’s Reunification and Return Home Practice Framework, which highlights the importance of structured professional judgement, clear goals for change and robust support both before and after reunification

  • National research demonstrating that unplanned or under-supported reunifications are significantly more likely to break down

  • Emerging UK evidence and practice guidance that emphasises the value of family-based, therapeutic interventions

By combining evidence-based models with local partnership working, Stronger Families is helping to build a more consistent and effective approach to reunification across the system.

Working in Partnership

Strong outcomes for children and families are rarely achieved in isolation. Therefore, Stronger Families works as part of a wider network of professionals, contributing therapeutic expertise to multi-agency plans.

The Stronger Families programme is a social outcomes partnership commissioned by Local Authority Children’s Services, coordinated by Bridges Outcomes Partnerships, and delivered locally by Family Psychology Mutual (using Functional Family Therapy-Child Welfare).

Social Outcomes Partnerships bring together a group of partners around a shared objective (in this case reducing the number of children who are looked after by the Local Authority) and enable those partners to collaborate and adapt in order to provide better support and outcomes for children and families and create better value for government.

As understanding of reunification continues to evolve, so too does the importance of providing structured, relational, and evidence-informed support for families.
